Quit claim deed to someone other than spouse
I'd like to know if one spouse can quit claim more than half of property owned by that spouse to others without the other spouse's written permission?

The quit claim deed only gives the rights that the grantor has at the time the deed was executed to the grantee, so... if the spouse that quitclaimed their rights to someone else only owned half of the property then the grantee only received rights to half of the property.

One can only quitclaim the interest they have in a property.

No, the grantor can only give away the ownership interest that they have at the time the deed is executed.
