Now, in this article, we explore the\nadvancement of smart apartments \u2014 when somebody other than the home\u2019s resident\nputs the devices in place. Some of the products mentioned here, including entrance\naccess technology and online financial portals, are also relevant to condominiums.\n<\/p>\n\n\n\n<p>Of course, Wi-Fi thermostats and smart locks are big\nsellers, whether for houses, condos, or apartments. They\u2019re convenient, and\nthey can even be lifesavers. Smartphone apps can help protect tenants from\nintruders or domestic abusers. And as the technology advances, smart homes\ncould offer attractive benefits \u2014 for example, by alerting people to water or\ngas leaks, by making directions to multi-unit properties easier and more fuel-efficient,\nor by providing safe ways for delivery drivers to drop off parcels inside a\nlocked building. <\/p>\n\n\n\n<p>But privacy advocates believe some smart home advancements overstep\nreasonable boundaries, creating distrust between people and their property\nmanagers. If that\u2019s the case, could we embrace the potential of smart\ntechnology while protecting residents\u2019 privacy? <\/p>\n\n\n\n<p>Let\u2019s take a look.<\/p>\n\n\n\n<!--more-->\n\n\n\n<h2 class=\"wp-block-heading\">Alexa, Mind Your Own Business<\/h2>\n\n\n\n<p><a href=\"https:\/\/blog.aboutamazon.com\/devices\/a-new-easy-way-for-properties-to-add-alexa-to-residential-buildings\" target=\"_blank\" rel=\"noreferrer noopener\">Alexa for Residential<\/a>, from Amazon, Inc., lets property\nmanagers set up accounts for residents to pay rent and submit maintenance\nrequests. Amazon describes Alexa for Residential as a ready-to-use,\nvoice-activated system, from which residents can hear the news and weather and\nset reminders using the Echo speakers in their units. So far, so good, if\nyou\u2019re one of many residents of multi-unit properties who appreciate these\nfeatures. But not all renters want the tech in every case. And generally, the\ncosts for multi-unit property tech is passed along to residents whether or not\nthey want it installed. <\/p>\n\n\n\n<p>With Amazon Echo speakers\u2019 <a rel=\"noreferrer noopener\" href=\"https:\/\/www.digitaltrends.com\/home\/how-to-drop-in-on-an-echo-device\" target=\"_blank\">Drop In feature<\/a>, someone can connect to another property\u2019s device remotely, if given permission and\u00a0when both devices are online. This allows the remote party to communicate with\u00a0other parties, and to see and hear their surroundings. It could also allow for virtual unit inspections. <a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/www.theverge.com\/2020\/9\/3\/21419812\/amazon-alexa-residential-apartment-privacy\" target=\"_blank\">Amazon claims<\/a> it\u2019s not possible for landlords to run Echo speakers in rental properties with the landlords\u2019 own accounts \u2014 at least not without the tenant\u2019s permission. Amazon also says property managers won\u2019t have access to whatever the <a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/gizmodo.com\/amazons-human-helpers-are-quietly-listening-in-on-some-1833960052\" target=\"_blank\">Alexa digital assistant records<\/a> of residents\u2019 transactions. Still, residents might have reason to wonder, given that Amazon employees have listened to <a href=\"https:\/\/time.com\/5568815\/amazon-workers-listen-to-alexa\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">conversations captured by Alexa<\/a> in the past. In the development of artificial intelligence, human listeners play a role in improving machine learning and responses.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Landlords\u2019 Fuzz Busters? <\/h2>\n\n\n\n<p><em><a href=\"https:\/\/www.cnet.com\/news\/install-smart-home-tech-evict-renters-surveillance-company-tells-landlords\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">CNET<\/a><\/em> describes and displays an advertisement from a security tech company, suggesting its artificial intelligence-based intercoms and doorbell cameras could help landlords raise rents and get around New York City\u2019s policing of the\u00a0Housing Stability and Tenant Protection Act of 2019, which protects tenants from unreasonable rent charges.<\/p>\n\n\n\n<p>The product, sold as an artificial-intelligence-powered \u201cdoorman,\u201d\ntracks everyone who comes and goes to and from a property, whether to make\ndeliveries, visit, or enter and leave their homes. The property owner\u2019s\ndashboard shows images of all the activity. The technology has been purchased\nby hundreds of New York landlords, and is available for shipping nationwide and\naround the world. <\/p>\n\n\n\n<p>Like a lot of property surveillance tech, the virtual doorman concept is also marketed as a benefit or convenience for residents. Yet because the doorbell needs a cell connection, it won\u2019t ring if the internet connection is lost \u2014 an issue raised by residents\u2019 <a href=\"https:\/\/apps.apple.com\/us\/app\/gateguard-ai-doorman\/id1248879121#see-all\/reviews\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">reviews of the app<\/a>. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Resisting\nthe Landlord Tech <\/h2>\n\n\n\n<p>A number of high-profile actions and projects have arisen to\nchallenge smart home tech at multi-unit properties:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Renters in Manhattan are struggling for a right to carry traditional door keys\u00a0in place of smart locks.\u00a0Smart keys can be a particular <a href=\"https:\/\/www.cnet.com\/news\/tenants-worry-smart-home-tech-could-be-abused-by-landlords\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">privacy hazard<\/a> insofar as they can be set up to enable property managers to track residents.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>People in Brooklyn have persuaded the management of the Atlantic Plaza Towers to\u00a0<a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/gothamist.com\/news\/brooklyn-landlord-does-about-face-facial-recognition-plan\" target=\"_blank\">cancel facial recognition technology<\/a> plans. A number of residents \u2014 130 of them \u2014 filed a formal complaint\u00a0with the state. What are the issues? Facial recognition may be <a href=\"https:\/\/www.forbes.com\/sites\/monicamelton\/2019\/02\/01\/amazon-still-pushing-biased-facial-recognition-software-to-law-enforcement-military-mit-researcher-contends\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">inaccurate at identifying non-white residents<\/a> trying to enter their own homes. Moreover, home surveillance is just plain intrusive for those who don\u2019t sign up for it. The New York Civil Liberties Union (NYCLU) and the ACLU have backed the Atlantic Plaza Towers residents, pointing out that when residents have no choice but to accept surveillance, their right to privacy is at stake.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>And now there\u2019s\u00a0Landlord Tech Watch, from the\u00a0AI Now Institute\u2019s <a href=\"https:\/\/antievictionmappingproject.github.io\/landlordtech\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">Anti-Eviction Mapping Project<\/a>. The site enables residents to map out the properties with surveillance technology. It focuses on facial recognition products, internet-connected smart locks and intercom systems, and technology that might transmit data to property owners and managers about a resident\u2019s habits. Landlord Tech Watch encourages supporters to get involved in decisions about the electronic gadgets that increasingly monitor us all. <\/li><\/ul>\n\n\n\n<p>Some tenants take matters into their own hands. In Woburn, Massachusetts, a resident dismantled an electronic SmartRent box that the building\u2019s owner had bolted onto an apartment wall. The resident claims the property company launched a retaliatory eviction for his insistence that the box be disconnected. The parties became embroiled in a legal action in housing court over the box.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Law Begins Addressing Smart Home Privacy<\/h2>\n\n\n\n<p>Tenants\u2019 rights projects, media expos\u00e9s, and groups like the\nTenants Political Action Committee in New York City have attracted city, state,\nand federal lawmakers\u2019 attention to smart apartment technology questions. In\nNew York City, the&nbsp;<a href=\"https:\/\/legistar.council.nyc.gov\/LegislationDetail.aspx?ID=4196254&amp;GUID=29A4B0E2-4C1F-472B-AE88-AE10B5313AC1&amp;Options=ID|Text|&amp;Search=\" target=\"_blank\" rel=\"noreferrer noopener\">Tenant Data Privacy Act<\/a> would restrict the sharing\nof surveillance information with third parties, and requiring residents\u2019\nconsent before data could be used. Basically, residents would control their own\ndata, and always be aware when management or maintenance personnel come into\ntheir homes. <\/p>\n\n\n\n<p>Additionally, the bill would: <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Ensure that data on units be saved only 90 days or as long as tenants agree. <\/li><li>Forbid GPS tracking by smart keys and devices. <\/li><li>Offer residents the choice of a traditional key or smart technology for the own units.  <\/li><li>Bar the sale of tenant\u2019s data.<\/li><li>Bar the use of technology to collect evidence for use in evictions. <\/li><li>Create\u00a0a $6,000 penalty for each time a property violates the law. <\/li><\/ul>\n\n\n\n<p>At the time of this writing, the bill is in the Committee on\nHousing and Buildings.<\/p>\n\n\n\n<p>On the state level, the New York Senate is considering\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/www.nysenate.gov\/legislation\/bills\/2019\/s5687\" target=\"_blank\">legislation to completely bar facial recognition technology in all residential buildings<\/a>. The state bill, also in committee, would allow for a civil penalty of up to $10,000 per violation. Several cities bar facial recognition technology from public spaces, and on the federal level is a proposal to <a href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/house-bill\/4008\/text\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">outlaw facial recognition tech<\/a> in public housing.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Looking Ahead<\/h2>\n\n\n\n<p>Smart home technology is becoming normal in our homes. It\u2019s\na plus for any house for sale today. It can help people stay informed,\nenergy-efficient, and safe. <\/p>\n\n\n\n<p>That said, the existence of smart home technology must\nrequire the informed and meaningful consent of the residents who use it. Being\npart of a multi-unit property shouldn\u2019t mean giving up that prerogative.
