It\u2019s possible that this surge could help create an even playing field for\nhopeful homeowners of all backgrounds. Has progress in fact sped up? The short\nanswer seems to be no, not yet. Yet we\u2019re seeing action, and some of it\ninvolves members of the real estate industry stepping up in the name of serious\nchange. <\/p>\n\n\n\n<p>For this article, we\u2019ve examined some signals that 2021\ncould bring progress. Here\u2019s what we\u2019re watching. <\/p>\n\n\n\n<!--more-->\n\n\n\n<h2 class=\"wp-block-heading\">Disparities Remain, Despite the Rise of Digital Home Buying. <\/h2>\n\n\n\n<p>Hoping to avoid racial profiling, some buyers do their retail\nshopping from the privacy of their computers. The rise of the digital home\nbuying experience could be helpful to mortgage shoppers, too. At least in\ntheory. <\/p>\n\n\n\n<p>And then we have reality: <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>It\u2019s not about the online listing. The real-life\nlocation, apart from a home\u2019s unique characteristics, affects how it\u2019s\nappraised. Black-owned homes are regularly low-balled in appraisals. <\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>There\u2019s also the matter of \u201cdigital redlining.\u201d To confront it, the National Fair Housing Alliance, supported by the U.S. Department of Housing and Urban Development,\u00a0<a href=\"https:\/\/nationalfairhousing.org\/wp-content\/uploads\/2020\/10\/Redfin-Filed-Complaint.pdf\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">filed suit (PDF)<\/a> in 2020 to compel a brokerage to include all homes in its service areas, and to stop withholding key services, perks, discounts and access to refunds for houses under a specified minimum price. <\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><a href=\"http:\/\/gcfp.mit.edu\/wp-content\/uploads\/2020\/10\/Mortgage-Cost-for-Black-Homeowners-10.1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">An MIT study<\/a> found that Black borrowers continue to pay thousands of dollars more than other mortgage holders, and tens of thousands more in lifetime homeownership costs. This continues, even in our digital era.<\/li><\/ul>\n\n\n\n<p>Ideally, a digital market could make property transactions\neasier for everyone. For example, automated valuation software could provide a\nremedy for low-balled property valuations. <\/p>\n\n\n\n<p><strong>\u261b<\/strong><strong> Technology is changing the housing market. <\/strong><strong>See <a href=\"https:\/\/www.deeds.com\/articles\/pandemics-property-transfer-breakdowns-the-digital-real-estate-industry-is-coming\/\">more\non the rise of the digital real estate industry here<\/a>.<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The Quest for Equal Access to Real Estate Backslides.<\/h2>\n\n\n\n<p>Black homeownership is still, proportionately, far lower\nthan the overall U.S. homeownership rate. <a href=\"https:\/\/www.jchs.harvard.edu\/son-2020-homeownership-gap\" target=\"_blank\" rel=\"noreferrer noopener\">Disparity\nhas been growing<\/a>, despite real estate tech. Meanwhile, climate\nchange continues to exacerbate the stress of households coping with related\ncosts, such as higher utility bills and flood damage.<\/p>\n\n\n\n<p>And now, since the advent of Covid-19, minority communities\nand working people face additional affordability challenges:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>While low mortgage interest rates have prompted\na wave of buying and refinancing, many people are being left out. <\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Mortgage companies have issued stricter criteria\nfor loan approvals, making it harder to buy, or to draw on equity to get\nthrough the crisis. <\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Black and Hispanic homeowners fell behind on <a href=\"https:\/\/www.jchs.harvard.edu\/press-releases\/pandemic-racial-injustice-and-climate-change-exacerbate-americas-housing-problems\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">mortgage payments during the pandemic<\/a> at a higher rate than the overall averages. <\/li><\/ul>\n\n\n\n<p>The picture we paint here has far-reaching impacts. Home\nownership enables people to build equity, so it\u2019s a major form of <a href=\"https:\/\/www.deeds.com\/articles\/buying-a-house-to-save-money-its-a-tried-and-true-method\/\">wealth\naccumulation<\/a>. According to the Urban Institute, this wealth-building\neffect is especially pronounced for Black households. When income is\nprecarious, real estate is an important financial backup. &nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Past Disentitlement Shapes Current Realities. <\/h2>\n\n\n\n<p>Inequality in housing stems from the <a href=\"https:\/\/www.deeds.com\/articles\/is-a-hurtful-deed-restriction-lurking-in-your-deed\/\">redlining\nand hurtful deed restrictions<\/a> that shaped and limited communities\nover the past century. In 1948 the U.S. Supreme Court in <em>Shelley v. Kraemer<\/em>&nbsp;deemed\nracial deed restrictions unconstitutional. It took another 20 years for\nCongress, through the Fair Housing Act, to expressly prohibit housing discrimination\nbased on national origin, race, religion, disability, gender or familial\nstatus.<\/p>\n\n\n\n<p>But that was when redlining started. Title companies and\nbanks, and government actors as well, wielded their power to deny applications\nand perpetuate segregation. <\/p>\n\n\n\n<p>More recently, buyers experienced the housing bubble, which\nburst in 2008. In a vicious cycle, clusters of subprime loans, often followed\nby foreclosures, weighed on historically Black areas. Many Black households went\nback to renting. Rents went up. Those who could buy back into the market often\ngot government-backed mortgages to do it. Their smaller down payments meant\nlarger long-term debts.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What\u2019s at Stake? Dignity for All People. <\/h2>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"alignright is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.deeds.com\/articles\/wp-content\/uploads\/2021\/01\/whats-at-stake.jpg\" alt=\"Image of the front of a row of tall houses in an urban setting.\" class=\"wp-image-1216\" width=\"401\" height=\"268\" srcset=\"https:\/\/www.deeds.com\/articles\/wp-content\/uploads\/2021\/01\/whats-at-stake.jpg 535w, https:\/\/www.deeds.com\/articles\/wp-content\/uploads\/2021\/01\/whats-at-stake-300x200.jpg 300w\" sizes=\"auto, (max-width: 401px) 100vw, 401px\" \/><\/figure><\/div>\n\n\n\n<p>As noted above and as all <em>Deeds.com<\/em> readers know,\n2020 was an especially challenging year. Springing into action to offset the\nfinancial dislocations of the pandemic, the U.S. Federal Reserve lowered\ninterest rates. That move made sense, yet it also whipped up a \u201cperfect storm\u201d of\nlow interest rates supercharging demand. <\/p>\n\n\n\n<p>As the pandemic raged, <a href=\"https:\/\/www.cnbc.com\/2020\/10\/22\/redfin-ceo-absolutely-insane-demand-for-housing-will-last-into-2021.html\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">home sales\u00a0surged<\/a> beyond expectations, rising 15% from 2019 to late 2020. Needless to say, those who kept their jobs and prepared for bidding wars have been winning the game. Meanwhile, millions of cash-strapped people face <a rel=\"noreferrer noopener\" href=\"https:\/\/www.jchs.harvard.edu\/son-2020-cost-burdens-map\" target=\"_blank\">foreclosure and <\/a>exclusion from the market.\u00a0<\/p>\n\n\n\n<p>Deeply entrenched disparities need highly dynamic remediation. What\u2019s at stake is dignity for all people and the integrity of our society as a whole. One idea, proposed by Mehrsa Baradaran and <a href=\"https:\/\/insightcced.org\/wp-content\/uploads\/2020\/02\/RI_DontFixateRWG_Report_202001.pdf\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">cited by The Roosevelt Institute (PDF)<\/a>, would send federal injections of equity directly to people. Large-scale buyouts of abandoned properties and reconveyance to people who need homes would complement the stimulus. <\/p>\n\n\n\n<p>Plans recommended by <a href=\"https:\/\/www.urban.org\/research\/publication\/closing-gaps-building-black-wealth-through-homeownership\/view\/full_report\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">Alanna McCargo and Jung Hyun Choi at the Urban Institute<\/a> include forgivable down payment grants or tax credits for home loans. Delegate Jazz Lewis of Maryland has urged states to offer vouchers to ensure access to \u201chigh-opportunity\u201d residential areas that correlate with life-long financial strength.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Real Estate Agents Are Stepping Up, in Michigan and Everywhere.<\/h2>\n\n\n\n<p>The Fair Housing Center of Southeast and Mid Michigan (FHC) offers legal support for people facing discrimination. The Ann Arbor Area Board of Realtors\u00ae has just joined forces with the FHC, asking agents to support the <a href=\"https:\/\/www.mlive.com\/news\/ann-arbor\/2021\/01\/ann-arbor-realtors-group-taking-stand-against-housing-discrimination.html\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">2021 Realtors\u00ae for Fair Housing Campaign<\/a>. <\/p>\n\n\n\n<p>Agents across the country are giving to the campaign,\ninsisting that \u201cour communities are no place for unfair treatment,\u201d and signing\na public commitment to equality in real estate practices. Readers can expect to\nsee the finished statement in April 2021, in the <em>Ann Arbor Observer<\/em>. <\/p>\n\n\n\n<p>The tone at the top matters. Accordingly, on November 19,\n2020, Charlie Oppler, the new president of the National Association of\nRealtors\u00ae, published a formal apology for the association&#8217;s own past history of\ndiscrimination. NAR had engaged in systematic policy of residential racial\nsegregation, resisted the enactment of the Fair Housing Act, and barred agents\nfrom its ranks on account of race and sex. <\/p>\n\n\n\n<p>&#8220;We can&#8217;t go back to fix the mistakes of the past,\u201d Oppler\nsaid. \u201cBut we can look at this problem squarely in the eye. And, on behalf of\nour industry, we can say that what Realtors\u00ae did was shameful, and we are\nsorry.&#8221; <\/p>\n\n\n\n<p>The National Association of Realtors\u00ae has an impressive scope, with more than 1.4 million members, and can make a serious financial and social impact. It\u2019s partnering with the Urban Institute National Association of Real Estate Brokers to do so.
