Now, imagine people on fixed incomes who just happen to live in\nIllinois.<\/p>\n\n\n\n<p>Illinois ranks #2, after New Jersey, for\u00a0highest property taxes in the nation, according to a recent <a href=\"https:\/\/wallethub.com\/edu\/states-with-the-highest-and-lowest-property-taxes\/11585\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">WalletHub<\/a> analysis. The Illinois homeowner shells out an average of $5,000 in property taxes on a $217,500 house. That means people in Illinois pay double what the average homeowner pays in property taxes nationwide. <\/p>\n\n\n\n<p>Some seniors can\u2019t pay it, and have no way to earn the extra\nincome. For them, there is a little extra relief coming this year \u2014 perhaps\njust enough to keep some of the most cash-strapped homeowners in their homes.\nMore on this below.<\/p>\n\n\n\n<!--more-->\n\n\n\n<h2 class=\"wp-block-heading\"><strong>First, What\u2019s the Matter in Illinois? <\/strong><\/h2>\n\n\n\n<p>The Illinois property tax issue has been brewing for two\ndecades or more. Now, maybe in part because the tax bills in surrounding states\nare so much lower, Illinois is experiencing a secondary problem: the flight of\nresidents out of the state. <\/p>\n\n\n\n<p>United Van Lines ranks Illinois as <a href=\"https:\/\/www.wifr.com\/2021\/01\/08\/illinois-ranks-third-among-most-moved-out-states-in-2020-study-says\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">the third most-moved-from state<\/a> in the country. (New Jersey\u2019s first.) The states where Illinois residents move to most include Arizona, California, Florida, North Carolina, Texas, and Washington, says the moving company. Some of those are known for their affordable tax structures. And just a short move to Indiana or Kentucky could chop an Illinois homeowner\u2019s $5,000 tax bill down to about $2,000. So, is there any solution to this growing problem? <\/p>\n\n\n\n<p>Answers are complicated. \u201cIf the government decides that they need more money to run the government, taxes for homes and commercial properties are going up\u201d and that is happening statewide, <a href=\"https:\/\/abc7chicago.com\/property-taxes-cook-county-tax-bill-treasurer\/10957412\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">Cook County, IL Treasurer Maria Pappas has said to <\/a><em><a href=\"https:\/\/abc7chicago.com\/property-taxes-cook-county-tax-bill-treasurer\/10957412\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">ABC News<\/a><\/em>. Businesses pay higher property taxes, but some of them have not survived the impact of the pandemic, and residents will be called on to take up the slack. <\/p>\n\n\n\n<p>Without property taxes, local governments cannot afford to pay for schools and local public services. But the state\u2019s biggest budget issue is well known. Illinois and its local governments are struggling to make their public pension fund payouts. And their pension debt leads them to <a href=\"https:\/\/www.illinoispolicy.org\/illinois-again-ranks-no-2-in-u-s-for-highest-property-taxes\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">continually raise property taxes<\/a>. <\/p>\n\n\n\n<p>Pension reform is on state legislators\u2019 radar, but the&nbsp;Illinois\nSupreme Court, noting the pension protection clause in the state constitution, says\ncertain reforms may not be carried out unless the constitution&nbsp;is amended.\nThe Illinois pension protection clause states: <\/p>\n\n\n\n<p><em>Membership in any pension or\nretirement system of the State, any unit of local government or school\ndistrict, or any agency or instrumentality thereof, shall be an enforceable\ncontractual relationship, the benefits of which shall not be diminished or\nimpaired.<\/em><\/p>\n\n\n\n<p>Illinois has continued to turn to property taxes to cover\nthe pensions.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>So, How Will These Illinois Retirees Pay Their Property Taxes? <\/strong><\/h2>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"alignright is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.deeds.com\/articles\/wp-content\/uploads\/2021\/09\/how-will-these-illinois-retirees-pay-their-property-taxes.jpg\" alt=\"An older couple in their kitchen discussing Illinois property taxes\" class=\"wp-image-1669\" width=\"336\" height=\"504\" srcset=\"https:\/\/www.deeds.com\/articles\/wp-content\/uploads\/2021\/09\/how-will-these-illinois-retirees-pay-their-property-taxes.jpg 448w, https:\/\/www.deeds.com\/articles\/wp-content\/uploads\/2021\/09\/how-will-these-illinois-retirees-pay-their-property-taxes-200x300.jpg 200w\" sizes=\"auto, (max-width: 336px) 100vw, 336px\" \/><\/figure><\/div>\n\n\n\n<p>It would be an odd thing indeed if older people were priced\nout of their homes because the state is trying to pay the retirement funds for\nits older residents. But that\u2019s where things are headed.<\/p>\n\n\n\n<p>In Illinois, homeowners aged 65-plus can look forward to\nsome property tax relief options over the next few years, under a law sponsored\nby State Senator Laura Murphy and State Representative Debbie Meyers-Martin.\nThe new legislation increases the maximum income limit, and the deferral allowed,\nfor an existing senior property tax deferral provision. <\/p>\n\n\n\n<p>Signed into law in August 2021, the new provision enhances\nan Illinois initiative to provide key support to Illinois seniors and allow\nthem to stay in place. The initiative has already allowed seniors to defer up\nto $5,000 in taxes if their income is $55,000 or under. The income limit will\nbe raised another $10K by the 2025 tax year; and the deferral ceiling will be\nlifted to $7,500. <\/p>\n\n\n\n<p>This is some help, for some people. And it might come just\nin the nick of time, given the rising inflation levels in the wake of the\npandemic. <\/p>\n\n\n\n<p>But it does shift the burden rather than solve the underlying\nbudget problem. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Can the Senior Property Tax Freeze Investigation Help?<\/strong><\/h2>\n\n\n\n<p>In Cook County, in the Greater Chicagoland area, many\nresidents are getting hit with an increase of more than $1,000 this year. The\ncounty does offer a property tax assessment freeze for homeowners aged 65+\nmaking under $65,000 in annual income. As of 2021, more than 144,000 Cook\nCounty properties have been granted a senior assessment freeze.<\/p>\n\n\n\n<p>As its full title indicates, the Senior Citizens Assessment\nFreeze Homestead Exemption is geared to reduce the burden of older homeowners\nand help them avoid the impact of rising taxes on their primary residences. The\nfreeze is especially critical for longtime residents of increasingly popular areas\nwhere property assessments have soared. Seniors may apply to the county\nassessor to have their properties shielded from annual reassessments. <\/p>\n\n\n\n<p>As important as this option is, the way it\u2019s run has made it part of the Illinois problem. The <em><a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/chicago.suntimes.com\/2021\/7\/9\/22570795\/senior-freeze-tax-errors-karen-yarbrough-fritz-kaegi-cook-county-property-tax-bills\" target=\"_blank\">Chicago Sun-Times<\/a><\/em> reports that the administration of the freeze is severely mismanaged. The newspaper\u2019s in-depth <a href=\"https:\/\/chicago.suntimes.com\/2021\/6\/25\/22549463\/senior-freeze-homestead-exemption-tax-program-errors-fritz-kaegi-barbara-kaplan-martin-israel\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">analysis of Cook County assessment freezes<\/a> found the initiative shifting tax burdens from the frozen properties to other households \u2014 quite often based on corrupted assessments.<\/p>\n\n\n\n<p>In some cases, the freeze has wrongly been given to businesses.\nIn other cases, frozen assessments are extended for years, based on no-longer-existing\nhomes, or on past homeowners\u2019 incomes. Some recipients of the benefit are\nextremely wealthy. Cook County Assessor Fritz Kaegi\u2019s office blames the mismanagement\nfound by the <em>Sun-Times<\/em> happened on previous county assessors.<\/p>\n\n\n\n<p>Among the many surprising Cook County tax freezes is the one\nthat went to a three-bedroom, 5 \u00bd-bath Water Tower Place condo priced by its\nowners at more than $3 million. The owners\u2019 2020 tax bill was $2,502. By\ncomparison, the couple\u2019s South Florida condo\u2019s annual tax bill is $19,000.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Aftermath: Innocent Taxpayers and Public Servants Pick Up the Pieces.<\/strong><\/h2>\n\n\n\n<p>After the investigation, Cook County is now insisting that\ntaxpayers on ten homes noted in the investigation pay up&nbsp;<a href=\"https:\/\/chicago.suntimes.com\/2021\/9\/3\/22652856\/senior-freeze-assessments-fritz-kaegi-property-taxes-cook-county-assessor-homeowners\">a\ncollective $273,000<\/a> more in 2021 to make up for unjust tax losses. And the\nWater Tower Place condo? Its tax bill for 2021 is $21,091. &nbsp;<\/p>\n\n\n\n<p>The county assessor\u2019s office is issuing a flurry of\ncorrected tax assessments. Many are impacting seniors who were unaware of the\noffice\u2019s longtime errors and failures, and are now being told to pay large\nbills for back taxes under threats of liens.&nbsp;\n<\/p>\n\n\n\n<p>None of this involves the Cook County Register of Deeds or\nits other departments. But those other departments are also forced to deal with\nthe harm done by the assessment mess.
