Yet when home values are already very high,\nwe remember that housing markets do decline at times and in specific areas. This\nis of special concern for the owner who has borrowed heavily on a house \u2014 as\nmany perfectly reasonable buyers do. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Say you buy a house or condo when the market is brisk and competitive.\nThen, after you own it a little while, say the prices in your area start to\nweaken. In some cases, this could mean your place is barely valued at the\namount you owe on the mortgage. Or it could mean you\u2019ll lose money if you need\nto sell.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While this is not the usual case, some owners might nevertheless\nwonder if there are any means of protecting their home equity from an economic\ndownturn. <\/p>\n\n\n\n<!--more-->\n\n\n\n<h2 class=\"wp-block-heading\">U.S. Home Values Today: Historically High<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Property research firm Attom Data Solutions LLC publishes a\nregular U.S. Home Equity &amp; Underwater Report. The publication includes quarterly\ndata on mortgage and equity values across the country. In Summer 2021, the data\nshow just 4% of mortgaged homes as \u201cseriously underwater\u201d \u2014 down from about 6%\nat the same time in 2020. In other words, fewer people owe more on their\nmortgages than the value of their homes. Their property values are holding up\nwell, even during our unsteady recovery from the Covid-19 pandemic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Indeed, many people are astounded at how their home values have\nrisen. The median home value went up 15% or more in most major cities and\nsuburban areas over the 2020-2021 year. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Homeowners across the country have been enjoying the trend. In Arizona, Delaware, and a number of the northeastern states, home equity has gone up spectacularly. At the same time, many homeowners in several southern and western states have seen their <a href=\"https:\/\/www.prnewswire.com\/news-releases\/insurancecom-shows-states-with-most-and-least-underwater-homes-301192465.html\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">equity pull ahead of their mortgage debt<\/a>. These are good indicators of financial strength in today\u2019s population of homeowners. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Can Homeowners\u2019 Equity Stay Strong? <\/h2>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"alignright is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.deeds.com\/articles\/wp-content\/uploads\/2021\/09\/can-homeowners-equity-stay-strong.jpg\" alt=\"A person at a table while deep in thought.\" class=\"wp-image-1673\" width=\"353\" height=\"421\" srcset=\"https:\/\/www.deeds.com\/articles\/wp-content\/uploads\/2021\/09\/can-homeowners-equity-stay-strong.jpg 471w, https:\/\/www.deeds.com\/articles\/wp-content\/uploads\/2021\/09\/can-homeowners-equity-stay-strong-252x300.jpg 252w\" sizes=\"auto, (max-width: 353px) 100vw, 353px\" \/><\/figure><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">There\u2019s a lot to watch as U.S. homeowners recover\nfinancially from shutdowns, slowdowns, and shifts in the way people do business\nand plan their futures. But where we stand in late 2021, it\u2019s fair to say\nowning a home through the pandemic meant holding a strong, defensive asset. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now, we can expect a gradual slowing in the market. Nothing too abrupt, because many hopeful buyers were unable to compete in the 2020-21 frenzy, and are waiting in the wings to buy their homes. Still, Redfin research shows the percentage of homes for sale that dropped in price <a href=\"https:\/\/www.thetitlereport.com\/Articles\/More-homesellers-dropping-prices-83188.aspx\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">passed the 5% mark<\/a> in August. Values aren\u2019t necessarily going down, but the amazing rise we have witnessed is subtly decelerating.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Many homeowners remember times when home values sank \u2014 and in\nsome cases went into free-fall mode. They or their parents may have watched\ntheir equity go under water. That is, the steep decline in property values left\nmany people with more debt on their homes than their homes were worth in the\nbattered market. And many found themselves financially unable to keep up with debt\nrepayment. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At that point, what happens next? Owners might consult their\nlenders about a short sale to avoid filing for bankruptcy or sliding into <a href=\"https:\/\/www.deeds.com\/articles\/category\/foreclosure\/\">foreclosure<\/a>.\nWith short sales, lenders will accept less money than the outstanding mortgage\nbalance, in order to spare themselves the foreclosure costs. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even households that didn\u2019t experience such striking setbacks during the last major crisis, between 2007 and 2012, lost a lot of wealth. A homeowner who bought a home with the median price in mid-2006, went through the housing decline, then had to sell in late 2011, could have lost a whopping <a href=\"https:\/\/us.milliman.com\/en\/insight\/when-housing-markets-drop-how-home-equity-insurance-would-reduce-the-risk\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">34% in home value<\/a>. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because none of these situations are pleasant, some insurance\ncompanies have, at times, offered products for home buyers concerned about them.\nBuyers in sellers\u2019 markets might understandably worry that they\u2019re buying high and\nbe stuck selling low. Insurance could help hedge their homebuying bets.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Equity Insurance: What It Is; How It Works<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Home equity insurance<\/em> \u2014 sometimes called <em>equity\nassurance<\/em> or <em>home value protection<\/em> \u2014 cushions the owner against falling\nproperty values. The purchaser pays one premium, up front. If values decline in\nthe particular market where the home exists, the company covers losses that\noccur from the start date of the policy. When home equity insurers mark a home\nvalue at the start of a policy, the owner gets a <em>protected value.<\/em> At the\ntime of sale, the policy covers any loss in value tied to the local market\u2019s decline\nsince that protected value was set.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An <a href=\"https:\/\/www.cimaworld.com\/wp-content\/uploads\/2018\/04\/Home-Flyer-Home-Equity-Protection-60332.pdf\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">example equity insurance policy<\/a> is outlined on a flyer from the CIMA Companies. This policy enables its holder to file a claim when selling the home for under its original cost. The seller is allowed to recover an amount based on the difference between the protected value and the percentage of decline as shown by an independent home price index. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Today, when homeowners have confidence in their property\nvalues, hedging against declines might be the furthest thing from people\u2019s\nminds. Yet companies have sometimes discounted the policies in times of rising\nvalues. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Local Home Equity Assurance Protection\nGroups<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The <a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/nwheap.com\/\" target=\"_blank\">Northwest Equity Assurance Program<\/a> shields the homes on Chicago\u2019s Northwest Side from loss of value due to local downturns. <a href=\"https:\/\/nwheap.com\/faqs\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">Homeowners opt in<\/a> by completing an application. They pay one registration fee of $150 to $225, depending on home size, to pay for the appraisal that establishes the protected value. The fee can be waived for owners who have recent appraisal reports in hand. After staying in the plan for five years, a homeowner may file a claim.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Home Equity Assurance Program exists under an Illinois\nlaw titled the Home Equity Assurance Act, which guarantees that the home values,\nfor city residents who opt, in will not go down during the time they\nparticipate without coverage. The plan covers losses connected with local\nhousing market downturns (which may not necessarily track city-wide, regional,\nor nationwide housing markets).&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are additional assurance hubs. For example, <a href=\"https:\/\/swhomeequity.com\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">Southwest Home Equity Assurance Program<\/a> serves Chicago\u2019s Southwest side.\u00a0<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Resurgence in Equity Insurance to Come?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Home equity protection is attractive to some buyers. Some think\narea home prices could slide. Some might like to buy a home, but worry they\nwon\u2019t have time to stay in one place long enough to ride out market waves and\nbuild up equity over time. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The idea with home equity insurance is to have confidence in\na home purchase when local market conditions might decline. Potential buyers\nwho think this type of coverage could be useful should speak with a local\ninsurance expert to know what policies may be available, and what a given\npolicy will and won\u2019t cover. Home equity policies are not easy to find these\ndays.
