The economic\ncrisis related to Covid-19 impacted these households in the following ways: <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>More than 7 million federally backed mortgages were\nput on hold, using forbearance plans, since March 2020. <\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Over half a million homeowners faced the end of\ntheir forbearance plans by June 2021 while still owing late payments.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Well over a million homeowners are still in\nforbearance as of September 2021 \u2014 as the forbearance plans continue to wind\ndown. Of all mortgage borrowers, 1.5 million now owe at least three months\u2019\nworth of back payments \u2014 making short sales or foreclosures possible scenarios\nfor some. <\/li><\/ul>\n\n\n\n<p>Given that a million homeowners are in forbearance as of September versus the than 7 million that had originally put payments on hold, it seems homeowners are gradually getting back on track. Indeed, as <a href=\"https:\/\/cdn.blackknightinc.com\/wp-content\/uploads\/2021\/07\/BKI_MM_June2021_Report.pdf\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">Black Knight\u2019s <\/a><em><a href=\"https:\/\/cdn.blackknightinc.com\/wp-content\/uploads\/2021\/07\/BKI_MM_June2021_Report.pdf\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">Mortgage Monitor<\/a><\/em> shows, late payments due across the country delinquency are now down to their 2000-2005 averages \u2014 a healthy trend, overall.<\/p>\n\n\n\n<p>But within the group still owing back payments, job and\nincome challenges loom large. Low-income, Black and Hispanic borrowers make up\na disproportionate number in this group.<\/p>\n\n\n\n<p><strong><em>\u261b<\/em><\/strong><strong><em> Black borrowers pay thousands of dollars more than other\nmortgage holders, and tens of thousands more in homeownership costs over their\nlifetimes.&nbsp;See more in our <\/em><\/strong><a href=\"https:\/\/www.deeds.com\/articles\/update-black-homeownership-2021\/\"><strong><em>Update: Black Homeownership 2021<\/em><\/strong><\/a><strong><em>.<\/em><\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Available Loan Modification Options for Borrowers<\/strong><\/h2>\n\n\n\n<p>In July 2021, the federal government and the home loan\nindustry tossed some lifelines to struggling borrowers. The Biden\nadministration extended the holds on foreclosures through July. Forbearance\nplans were extended through September, with three extra months added onto the\ntimeline for some federal loan holders. Thus, at least foreclosures have been\nkept to a minimum so far. <\/p>\n\n\n\n<p>As forbearance draws to a close:<\/p>\n\n\n\n<p>Some borrowers will qualify for <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2021\/07\/23\/fact-sheet-biden-administration-announces-additional-actions-to-prevent-foreclosures\/\" target=\"_blank\" rel=\"noreferrer noopener\">payment reductions<\/a>. Some will get help with their loan and\nutility payments, thanks to the federal $9.961 billion assistance package.\nAdditionally: <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Conventional loans<\/strong> can be modified to\nallow gradual repayment of past-due debt through higher monthly mortgage\npayments, or repayment deferrals to the end of loans.&nbsp;Fannie Mae and\nFreddie Mac are offering modified principal and interest terms to homeowners with\nextended income losses. <\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>FHA, VA and USDA loans<\/strong> allow borrowers to <a rel=\"noreferrer noopener\" href=\"https:\/\/www.hud.gov\/press\/press_releases_media_advisories\/HUD_No_21_115\" target=\"_blank\">defer their past-due payments to the end of the mortgage<\/a>. Federal loan borrowers have access to zero-interest liens or extensions on the loans to reduce their monthly payments. FHA, VA and USDA borrowers can also negotiate up to\u00a0<a href=\"https:\/\/www.forbes.com\/advisor\/mortgages\/bidens-mortgage-relief-program-reduces-payments\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">25% off their mortgage payments<\/a>; alternatively, these government agencies may extend loans up to 40 years for borrowers who have fallen behind on their mortgages.<\/li><\/ul>\n\n\n\n<p>The White House has stated that these provisions can:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Help mortgage borrowers stay in their homes.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Avert future payment struggles.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Help disadvantaged borrowers regain their\nopportunities to <a href=\"https:\/\/www.deeds.com\/articles\/buying-a-house-to-save-money-its-a-tried-and-true-method\/\">build\nwealth by increasing home equity<\/a>. <\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Advance the country\u2019s recovery from\npandemic-related financial setbacks.<\/li><\/ul>\n\n\n\n<p><strong><em>\u261b <\/em><\/strong><strong><em>Readers who may be struggling to make mortgage payments can\ncheck eligibility for loan modifications by calling the mortgage servicer that\nnormally accepts their payments.&nbsp;<\/em><\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Rule Helps Homeowners Who Aren\u2019t Able to Sell<\/strong><\/h2>\n\n\n\n<p>To continue averting a spate of foreclosures, the federal\ngovernment has issued a&nbsp;rule&nbsp;through the remainder of 2021. Under a\nfederal&nbsp;<a href=\"https:\/\/www.consumerfinance.gov\/about-us\/newsroom\/cfpb-issues-rules-to-facilitate-smooth-transition-as-federal-foreclosure-protections-expire\/\" target=\"_blank\" rel=\"noreferrer noopener\">rule<\/a>, mortgage companies have to track down homeowners\nbefore initiating a foreclosure. They must hold off until homeowners&nbsp;have\nexplored other possible options \u2014 such as deferring the debt to the loan\u2019s end,\nor lowering the required monthly payments.<\/p>\n\n\n\n<p>Foreclosures can be initiated if the owners are unreachable\nfor more than 90 days and their mortgage payments become at least four months overdue.<\/p>\n\n\n\n<p>What about selling? That\u2019s also an option \u2014 maybe. In a seller\u2019s market, some homeowners could recover a good deal of money if they sell. The catch? The homeowners with the highest amounts of debt \u2014 people who might owe a year and a half of back payments, insurance premiums and property taxes \u2014 often have the <a href=\"https:\/\/www.blackknightinc.com\/blog-posts\/deferred-payments-during-forbearance-beginning-to-erode-equity-positions\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">least equity<\/a>. So, in reality, they are not able to make the brisk seller\u2019s market work for them. <\/p>\n\n\n\n<p>Some will have no choice but to rent or move in with family\nor friends. That\u2019s because rents are so high in this market as well.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Stressed-Out States<\/strong><\/h2>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"alignright is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.deeds.com\/articles\/wp-content\/uploads\/2021\/09\/stressed-out-states.jpg\" alt=\"Person holding an empty wallet.\" class=\"wp-image-1698\" width=\"312\" height=\"208\" srcset=\"https:\/\/www.deeds.com\/articles\/wp-content\/uploads\/2021\/09\/stressed-out-states.jpg 624w, https:\/\/www.deeds.com\/articles\/wp-content\/uploads\/2021\/09\/stressed-out-states-300x200.jpg 300w\" sizes=\"auto, (max-width: 312px) 100vw, 312px\" \/><\/figure><\/div>\n\n\n\n<p>Some states are showing signs of stress. Mississippi has the\nhighest number of renters behind on payments, so investor-owners are struggling,\ntoo. Almost 39% of South Carolinians are at risk for eviction \u2014 so the owners\nof their buildings have been going without rent income for some time.<\/p>\n\n\n\n<p>In Pennsylvania, a court said Philadelphia sheriff\u2019s sales and\nmortgage sales can continue, as of September 2021, where foreclosed owners are\nabsent for their properties and ineligible for federal Covid-19 assistance. Notices\nare being sent out so the homeowners who do live on the properties can contest\nthe notices. Some advocates worry that owner-occupied homes could be sold out\nfrom under their owners, as some could panic and ignore the notices.<\/p>\n\n\n\n<p>The above are only some examples of the stress in many\nstates. While states and cities struggle, the nearly $10 billion in federal mortgage\nand utility assistance is reaching recipients very slowly. The U.S. Treasury\nDepartment was maddeningly slow to ready its portal for states to submit fund\ndistribution plans to help homeowners in dire need. <\/p>\n\n\n\n<p>Thus, forbearance plans are winding down before many homeowners\nget the help that\u2019s allocated for them.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>A Tale of Two Borrowers <\/strong><\/h2>\n\n\n\n<p>The outlook for the U.S. housing market is good through the\nfinal quarter of 2021. Demand has outstripped supply for many months now,\npressing property values up. This is expected to be the case in 2022, too, as\nmany potential buyers are still eager to find their homes and take out loans\nwith enticingly low interest rates. <\/p>\n\n\n\n<p>On the other side of this strong market? The people who have\nlost sources of income during an extended public health emergency. <\/p>\n\n\n\n<p>Foreclosures have been kept artificially low, and that is clearly working out well for people in financial recovery. And yet, with some <a href=\"https:\/\/journal.firsttuesday.us\/how-1-5-million-homeowners-exiting-forbearance-will-impact-inventory\/79744\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">1.5 million households poised to exit forbearance<\/a> (as of September 2021) without the personal funds to manage their mortgages, a critical time still looms for our country\u2019s most vulnerable homeowners. Solutions are complicated.
