That\u2019s according to the National Association of REALTORS\u00ae. NAR says Black homeownership is down over the past decade, and lagging behind that of other groups.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The trend will not reverse itself on its own. Why not? Because the real estate wealth gap between minority and non-minority residents is tied to a historically uneven playing board. It was tilted on purpose (more on that below). So, the industry needs to be just as purposeful in ensuring that the board becomes level.<\/p>\n\n\n\n<!--more-->\n\n\n\n<h2 class=\"wp-block-heading\">Redfin Finds Reasons for Hope, and Room for Improvement<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In 2021, Redfin\u2019s chief economist pointed out that Black households own $2.2 trillion worth of U.S. real estate, and that\u2019s a record high. The actual equity \u2013 in other words, the home\u2019s value, after subtracting the owners\u2019 mortgage debt \u2014 stood at an all-time high of $1.4 trillion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Of course, a major factor was the amazing rise in property values for all homeowners in 2020 \u2013 2021.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;<em>\u261b <\/em><a href=\"https:\/\/www.deeds.com\/articles\/how-much-of-your-overall-wealth-should-your-real-estate-be\/\"><strong><em>Home equity is wealth<\/em><\/strong><\/a><strong><em> built up by a homeowner over time. Equity is the paid-off amount of the owner\u2019s property value. &nbsp;<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That said, Redfin notes that the portion of real estate wealth held by Black homeowners is still small: it\u2019s just 6%. Recall that 13% of the U.S. population is Black. And Redfin also says the white non-Hispanic population holds approximately 76% of U.S. real estate value.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After the big housing market crash, Black homeownership suffered greatly. During the financially bleak few years starting in 2007, minority homeowners experienced double the rate at which white households were foreclosed. Many of the defaulting homeowners had risky, high-interest mortgages that were difficult to pay off when values sank.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Their crushing losses are reverberating down through generations. To this day, most Black households rent. After the housing crash came lawmaking to prevent any repeats. Since then, most lenders use a very rigid set of criteria to approve mortgage applicants. The applicants who haven\u2019t built up any home equity have the most difficulty when trying to get home loans.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Homeownership Equality Varies \u2013 State to State, City by City<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In much of the southern region of the United States, large Black populations have helped ensure a fairer situation. But in some other states, the disparity in ownership statistics is striking:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>In Maine, the Dakotas, Minnesota, or Wisconsin, Blacks are less likely to be homeowners \u2014 by more than 40%.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The disparity is greatest in North Dakota. There, Blacks are less likely to be homeowners \u2014 by more than 50%.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>NAR points to homeownership gaps of fifty-percent-plus in a few cities, too: Arden-Arcade CA, Torrance CA; Bethlehem, PA; Mesa, AZ; and Rochester, MN.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>In contrast, ownership equality is strong in Washington, DC \u2014 where there\u2019s less than a one-percent difference.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">At this point, what\u2019s the average gap between African-American and white real estate ownership, nationwide? It\u2019s more than 29 percent. That means the country as a whole is showing substantial inequality in real estate wealth. To put this inequality in context, consider this. In 1960, the gap was smaller, at 27%.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Enforcing Fair Housing Law: It\u2019s Now Very Much a Thing<\/h2>\n\n\n\n<figure class=\"wp-block-image alignright size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"549\" height=\"546\" src=\"https:\/\/www.deeds.com\/articles\/wp-content\/uploads\/2023\/02\/enforcing-fair-housing-laws.jpg\" alt=\"\" class=\"wp-image-2778\" srcset=\"https:\/\/www.deeds.com\/articles\/wp-content\/uploads\/2023\/02\/enforcing-fair-housing-laws.jpg 549w, https:\/\/www.deeds.com\/articles\/wp-content\/uploads\/2023\/02\/enforcing-fair-housing-laws-300x298.jpg 300w, https:\/\/www.deeds.com\/articles\/wp-content\/uploads\/2023\/02\/enforcing-fair-housing-laws-150x150.jpg 150w, https:\/\/www.deeds.com\/articles\/wp-content\/uploads\/2023\/02\/enforcing-fair-housing-laws-100x100.jpg 100w\" sizes=\"auto, (max-width: 549px) 100vw, 549px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">In 2022, the Department of Justice and the Consumer Financial Protection Bureau secured the first-ever redlining settlement, against the Trident Mortgage Company and the company\u2019s affiliated agency Fox &amp; Roach LP. The companies, which operate in the mid-Atlantic United States, are owned by the high-profile Berkshire Hathaway corporation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What\u2019s redlining? It\u2019s a violation of the law, related to excluding certain people from mortgage services because of the demographics where they live. A federal case claimed that the Trident Mortgage Company did exactly that. And that the pattern continued for years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The parties settled. As part of the court settlement, the Trident company is investing more than $20 million to expand mortgage opportunities in and around Philadelphia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.justice.gov\/opa\/pr\/justice-department-secures-over-31-million-city-national-bank-address-lending-discrimination\" target=\"_blank\" rel=\"noreferrer noopener\">Settlements for redlining<\/a> by Lakeland Bank and City National have also been achieved, as announced by the Justice Department in January 2023.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;<em>\u261b <\/em><strong><em>You can read more about how the <\/em><\/strong><a href=\"https:\/\/www.deeds.com\/articles\/the-justice-department-zeroes-in-on-mortgage-discrimination\/\"><strong><em>Department of Justice has confronted mortgage discrimination<\/em><\/strong><\/a><strong><em> here.<\/em><\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Appraisers and Agents Wanted \u2013 To Take On Bias&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Industry professionals now know that it\u2019s not enough to try to avoid bias. Bias has to be actively examined and confronted. Otherwise, it\u2019s often invisible, because real estate practices have been skewed for so long.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, segregation persists around areas that long had <a href=\"https:\/\/www.deeds.com\/articles\/transforming-real-estate-law-nationwide-a-quest-for-racial-fairness-gains-ground\/\">racial covenants<\/a> in real estate deeds. Race-based language on deeds deliberately, explicitly, kept minorities from buying in certain areas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Low-ball appraisals are another issue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lydia Pope is president of the National Association of Real Estate Brokers, which advocates for Black housing professionals. Pope points out that appraisers have a major role to play in promoting equality in the real estate world. Pope is pressing the industry to enlist Black appraisers, as the <em>New York Times <\/em><a href=\"https:\/\/www.nytimes.com\/2023\/01\/10\/realestate\/black-women-home-appraisal-industry.html\" target=\"_blank\" rel=\"noreferrer noopener\">recently reported<\/a>. And through the <a href=\"https:\/\/www.appraisalinstitute.org\/the-appraisal-profession\/appraiser-diversity-initiative\/\" target=\"_blank\" rel=\"noreferrer noopener\">Appraiser Diversity Initiative<\/a>, Fannie Mae and Freddie Mac, together with the National Urban League, have also set out to boost the recruitment of underrepresented people into appraisal careers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;<em>\u261b <\/em><strong><em>Read about how the <\/em><\/strong><a href=\"https:\/\/www.deeds.com\/articles\/the-biden-administrations-new-housing-supply-action-plan\/\"><strong><em>White House is shaping policy<\/em><\/strong><\/a><strong><em> to make the playing board level for all U.S. households.<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The National Association of REALTORS\u00ae in late 2020 launched the site <em>Fairhaven.Realtor.<\/em> It\u2019s an online platform that simulates bias as it comes into real estate situations, informed by real peoples\u2019 life experiences. \u201cThe training,\u201d NAR explains, \u201cprovides customized feedback that learners can apply to daily business interactions.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">NAR offers free access to the platform to its 1.4 million member agents and industry partners. The Association believes a real estate agent must become \u201can advocate for fair housing and the future of our industry.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">In All Aspects, There\u2019s Plenty of Work Ahead<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">So, where does the U.S. real estate industry stand in 2023? With much work ahead. The lack of progress since the 1960s is troubling. After all, the Fair Housing Act is a product of the 1960s. It was supposed to make housing equality the norm.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It would be nice to say equality really is coming, given the various initiatives aiming to support it.
