What\u2019s changing for home seekers and deed holders?<\/p>\n\n\n\n<p>Yes, there will still be FHA mortgages. There will still be conventional loans with government backing. But we can expect\u2026<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Continued tension over <a href=\"https:\/\/www.deeds.com\/articles\/zoning-it-up-downtowns-have-to-evolve\/\">upzoning<\/a> to increase housing in the suburbs.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Potentially higher mortgage costs for borrowers \u2014 especially those who put less than 20% down.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A lot of discussion of privatizing Fannie Mae and Freddie Mac.<\/li>\n<\/ul>\n\n\n\n<p>All of these possibilities impact the value and availability of deeds for ordinary people. So, let\u2019s do some Q&amp;A to look at what might change in the months ahead, as Trump settles back into the White House.<\/p>\n\n\n\n<!--more-->\n\n\n\n<h2 class=\"wp-block-heading\">Q. Can the Upzoning Trend Continue?<\/h2>\n\n\n\n<p><strong>A.<\/strong> <a href=\"https:\/\/www.youtube.com\/watch?v=JU-Hx0zHnSo\" target=\"_blank\" rel=\"noreferrer noopener\">Donald Trump has vowed<\/a> to guard suburban zoning against density. And yet people do need apartments, condos, and townhomes in the suburbs.<\/p>\n\n\n\n<p>Trump has suggested building homes on federal land, so as to promise more housing without having people say \u201c<a href=\"https:\/\/www.deeds.com\/articles\/nimby-or-yimby-heres-where-people-stand-on-rezoning-for-more-housing\/\">Not in my backyard<\/a>.\u201d<\/p>\n\n\n\n<p>It\u2019s important to remember that the federal impact on local zoning is limited and indirect. Building and zoning ordinances are local regs, created with authority delegated by the states.<\/p>\n\n\n\n<p>Density offers supply. Supply is crucial. Buyers are paying about a third more on the typical home than they were pre-pandemic. The need for accessory housing units, townhomes, condos and apartments persists.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Q. Will Tariffs Raise the Cost of Acquiring a Deed?<\/h2>\n\n\n\n<figure class=\"wp-block-image alignright size-full is-style-rounded is-style-rounded--2\"><img loading=\"lazy\" decoding=\"async\" width=\"771\" height=\"556\" src=\"https:\/\/www.deeds.com\/articles\/wp-content\/uploads\/2025\/01\/will-tariffs-raise-the-cost-of-acquiring-a-deed.webp\" alt=\"\" class=\"wp-image-6266\" srcset=\"https:\/\/www.deeds.com\/articles\/wp-content\/uploads\/2025\/01\/will-tariffs-raise-the-cost-of-acquiring-a-deed.webp 771w, https:\/\/www.deeds.com\/articles\/wp-content\/uploads\/2025\/01\/will-tariffs-raise-the-cost-of-acquiring-a-deed-300x216.webp 300w, https:\/\/www.deeds.com\/articles\/wp-content\/uploads\/2025\/01\/will-tariffs-raise-the-cost-of-acquiring-a-deed-768x554.webp 768w\" sizes=\"auto, (max-width: 771px) 100vw, 771px\" \/><\/figure>\n\n\n\n<p><strong>A.<\/strong> If they go through, yes. They\u2019ll have a pricey impact. For one, trade tariffs are additional costs on lumber, cement, and copper, and other materials we get from other countries.<\/p>\n\n\n\n<p>So, tariffs promote inflation. New homes and renovated homes will have higher price tags. When building costs go up, buyers pay more.<\/p>\n\n\n\n<p>And, because one in three construction workers are migrants, an administration anxious to exclude noncitizens will create new expenses. Housing costs will go up.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Q. Will We See the Privatization of Fannie and Freddie?<\/h2>\n\n\n\n<p><strong>A. <\/strong>These lending powerhouses enable half of U.S. home purchases. Privatizing them could push up mortgage prices, because they wouldn\u2019t have the government backing that lets them keep loan rates and terms as reasonable as possible.<\/p>\n\n\n\n<p>Major shareholders stand to profit handsomely if they go back to being private corporations. Yes, Fannie Mae and Freddie Mac used to be private companies. But they got bailouts in 2008 and agreed to government oversight to get beyond the foreclosure crisis. They\u2019ve since repaid their bailouts. So, should they be released from government oversight?<\/p>\n\n\n\n<p>The Federal Housing Finance Agency (FHFA) oversees Fannie Mae and Freddie Mac. Donald Trump nominated Bill Pulte of Pulte Capital Partners to lead the FHFA. Pulte can be expected to carry out the president\u2019s plans. But Congress gets a say too. So, we shall see.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Q. Will HUD Continue Its Commitment to Fair Housing?<\/h2>\n\n\n\n<p><strong>A. <\/strong>Let\u2019s look for a moment at the Trump nominee to lead the Department of Housing and Urban Development. It\u2019s Scott Turner of Texas, who\u2019s also endorsed by former HUD secretary Ben Carson.<\/p>\n\n\n\n<p>Turner \u201csidestepped\u201d questions on fair housing policies and potential HUD budget cuts, according to AP\u2019s investigative reporter Sally Ho. \u201cThere were sports analogies galore but few policy specifics,\u201d the reporter wrote, during Turner\u2019s Senate confirmation hearing. (Scott Turner is a former NFL player.)<\/p>\n\n\n\n<p>Turner did note HUD\u2019s recent studies showing a serious rise in U.S. homelessness. Turner said HUD\u2019s failure to meet its mission \u201chas to come to an end.\u201d (Ben Carson, who led the department in the first Trump administration, has said it needs a \u201creset.\u201d)<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Q. How About Help for First-Time Homebuyers?<\/h2>\n\n\n\n<p><strong>A.<\/strong> Senator Elizabeth Warren <a href=\"https:\/\/www.warren.senate.gov\/imo\/media\/doc\/warren_letter_to_scott_turner.pdf\">wrote a letter<\/a> to Scott Turner, expressing concern about the incoming administration potentially cutting back on assisting first-time buyers, while raising the cost borrowers shoulder for mortgage insurance. Any such changes would be disproportionately hard on members of minority groups. Ben Carson has suggested hiking the FHA <a href=\"https:\/\/www.warren.senate.gov\/imo\/media\/doc\/warren_letter_to_scott_turner.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">mortgage insurance premium<\/a> for all 30-year mortgage loans.<\/p>\n\n\n\n<p>Many deed holders got on the homeownership ladder with a government-insured loan from the Federal Housing Administration (FHA), a part of HUD. HUD can also make it harder for investment companies to buy up starter homes and use them to collect rental profits. And it can decide to continue supporting the resilience of working communities as they deal with climate change.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Q. What Else Is on Our Radar at This Time?<\/h2>\n\n\n\n<p><strong>A.<\/strong> At <em>Deeds.com,<\/em> we\u2019ve explored the matter of the bias that can impact the appraisal of a home\u2019s market value. We\u2019ve seen <a href=\"https:\/\/www.deeds.com\/articles\/fair-appraisals-matter-to-the-white-house-and-to-us\/\">appraisal bias<\/a> become a priority for the federal government, too. But that concern could fall by the wayside. &nbsp;<\/p>\n\n\n\n<p>We have also paid attention to critical concerns for deed holders in a time of sea level rise and flood risks. <a href=\"https:\/\/www.hud.gov\/press\/press_releases_media_advisories\/hud_no_24_085\" target=\"_blank\" rel=\"noreferrer noopener\">Flood risk<\/a> rules at the federal level could be dropped. This could shift risks and costs to ordinary deed holders.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">All Things Considered (So Far)\u2026<\/h2>\n\n\n\n<p>Federal policies can help people get their deeds \u2014 and keep them. But these policies could be altered significantly. First-time buyers need support, not higher hurdles to clear. Consider the forecast from the National Association of REALTORS\u00ae: that only four million home purchases will happen this year. Home buying hasn\u2019t been this slow in 30 years. &nbsp;<\/p>\n\n\n\n<p>How much change the new administration can push through remains to be seen.
