This is a milestone in the effort to stop <a href=\"https:\/\/www.deeds.com\/articles\/deed-theft-should-not-exist\/\">fraudulent deed transfers<\/a>.<\/p>\n\n\n\n<p>To explain the forthcoming change, we offer our readers the following Q&amp;A.<\/p>\n\n\n\n<!--more-->\n\n\n\n<h2 class=\"wp-block-heading\">What Technology Will Be Used, and How Will It Work?<\/h2>\n\n\n\n<figure class=\"wp-block-image alignright size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"273\" height=\"495\" src=\"https:\/\/www.deeds.com\/articles\/wp-content\/uploads\/2025\/11\/what-tech-will-be-used-in-cuyahoga-county.webp\" alt=\"\" class=\"wp-image-6978\" srcset=\"https:\/\/www.deeds.com\/articles\/wp-content\/uploads\/2025\/11\/what-tech-will-be-used-in-cuyahoga-county.webp 273w, https:\/\/www.deeds.com\/articles\/wp-content\/uploads\/2025\/11\/what-tech-will-be-used-in-cuyahoga-county-165x300.webp 165w\" sizes=\"auto, (max-width: 273px) 100vw, 273px\" \/><\/figure>\n\n\n\n<p>Neumo, which serves more than 4,500 government offices in every U.S. state, is a \u201cgovtech\u201d company \u2014 a provider of software used by public agencies. It\u2019s now providing the first two-factor authentication security system for use by a county recorder of deeds.<\/p>\n\n\n\n<p>Deed holders opt into the system. The system will send real-time alerts if legal instruments are filed containing their names, property details, or other identifying details. If anything is filed, the deed holder will receive a text or email asking the deed holder to verify that they are, in fact, filing a document.<\/p>\n\n\n\n<p>The county recorder of deeds won\u2019t record the document unless and until the deed holder says \u201cYes, I did sign this document.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Don\u2019t Deed Alerts Already Exist?<\/h2>\n\n\n\n<p>Yes, but this one\u2019s a major advance. Right now, many counties in Ohio and other states provide free title alert systems, so deed holders can know whether any claim or transfer occurs.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.cleveland.com\/realestate-news\/2023\/02\/cuyahoga-county-officials-hope-to-crack-down-on-quit-claim-deed-scams-with-new-transfer-requirements.html\" target=\"_blank\" rel=\"noreferrer noopener\">Cuyahoga County\u2019s deed alert system<\/a> was a cutting-edge tool when introduced in 2023. It was expressly intended to help prevent LLCs from improperly transferring deeds.<\/p>\n\n\n\n<p>By the time residents get these alerts, the filings have already happened. Yet the alerts matter. They can limit a criminal\u2019s ability to resell the home and move the ill-gotten gains \u2014 sometimes out of the country. A quick response on the part of an alerted owner may lead to arrest and, ultimately, to the safe recovery of the deed.<\/p>\n\n\n\n<p>But even more helpful is knowing a deed is <em>about to be<\/em> transferred. This way, the homeowner can stop the transfer in its tracks. Neumo\u2019s software will let the deed holder simply say \u201cno\u201d to a property transfer attempt.<\/p>\n\n\n\n<p>This system will be the first of its kind in the United States.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Is There a Need for This Technology?<\/h2>\n\n\n\n<p>Unfortunately, there is. Today, it\u2019s easier than ever before to record deed documents online. It\u2019s also easy to find and order notary stamps. Counties are concerned about the rise in bad actors exploiting the ease by which a quitclaim deed can be transferred to LLCs, allowing properties to be resold or rented for profit.<\/p>\n\n\n\n<p>Brian O\u2019Malley, the county\u2019s Director of Real Estate Services, says the deed theft phenomenon picked up steam after the 2008-09 mortgage crisis. There are multiple victims in these cases, because shady actors will often resell the homes they steal to buyers who have nothing to do with the fraud. &nbsp;<\/p>\n\n\n\n<p>The impacts on targeted deed holders are severe. Deed theft deprives homeowners of their home equity and their financial legacies. Those most vulnerable to the crime are older adults, people in nursing homes, minority households, seemingly unoccupied homes or homes in disrepair, and mortgage-free homes in neighborhoods with rising home values.<\/p>\n\n\n\n<p class=\"has-accent-5-background-color has-background has-small-font-size\" style=\"padding-top:var(--wp--preset--spacing--30);padding-right:var(--wp--preset--spacing--30);padding-bottom:var(--wp--preset--spacing--30);padding-left:var(--wp--preset--spacing--30)\"><em><strong>Read about how <\/strong><\/em><a href=\"https:\/\/www.deeds.com\/articles\/quitclaim-deed-fraud-spikes-prompting-boston-fbi-action-and-a-new-law-in-maine\/\"><strong><em>quitclaim deed fraud has prompted Boston FBI action, and led to a new law in Maine<\/em><\/strong><\/a><em><strong>.<\/strong><\/em><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What Prompted Cuyahoga County to Enhance Deed Safety?<\/h2>\n\n\n\n<p>The county often hears from distraught residents whose deeds have been targeted. Local officials have plenty of stories about homes being swiped, quickly sold, then resold.<\/p>\n\n\n\n<p>Take a recent case involving the forged signature of a deceased Clevelander. A fraudulent deed transfer was filed with the county in early 2025. The person signing a deed away was, according to the document, a certain Priscilla who actually died in 2014.<\/p>\n\n\n\n<p>The late Priscilla\u2019s daughter, Tangie, was shocked to see a transfer of the family home on East 114th Street, Cleveland. Especially as it was signed by her mother, who was buried 11 years ago.<\/p>\n\n\n\n<p>Tangie\u2019s family home is one of several properties in Northeast Ohio taken through forgeries and fake notarizations in recent years.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">So, Who Took Priscilla\u2019s Deed?<\/h2>\n\n\n\n<p>The late Priscilla\u2019s family home was quitclaimed into the name of a business: Happy Home Hunters, LLC.<\/p>\n\n\n\n<p>This limited liability company, formed in 2022, is (at the time of this writing) listed as \u201c<a href=\"https:\/\/businesssearch.ohiosos.gov?=businessDetails\/4852688\" target=\"_blank\" rel=\"noreferrer noopener\">active<\/a>\u201d by the Ohio Secretary of State.<\/p>\n\n\n\n<p>One of the company\u2019s key people, a certain Michael Prince, is wanted for multiple deed thefts across Cuyahoga County. Prince pleaded guilty in 2023 to theft and records tampering and is currently the subject of a police search.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How Was This Fraud Perpetrated?<\/h2>\n\n\n\n<p>The con artist in this case forged the notarized quitclaim deed. Which raises the question of what was going on with the notary who verified a deceased person\u2019s signature on a deed transfer.<\/p>\n\n\n\n<p>Cleveland\u2019s ABC News 5 found the notary named on the deed. The notary gave the news team his ledger. The book shows that he has never notarized this \u2014 or any other \u2014 quitclaim deed. Nor did his real signature and notary stamp match those placed on Priscilla\u2019s supposed deed transfer.<\/p>\n\n\n\n<p>So, it appears the bad actor forged an innocent notary\u2019s signature, as well as Priscilla\u2019s.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Why Can\u2019t the County Verify Signatures Before Recording Documents?<\/h2>\n\n\n\n<p>Brian O&#8217;Malley, Director of Real Estate Services in the county, told Cleveland\u2019s ABC News 5 that trying to verify signatures on documents is not as easy as we might think. County officials are not handwriting experts, O\u2019Malley observes. And they must process about 50,000 transfers each year.<\/p>\n\n\n\n<p>All they can do, says O\u2019Malley, is \u201cconfirm it\u2019s a legitimate notary and the license is current and proceed with the document.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What Will Happen With Priscilla\u2019s Cleveland Home Now?<\/h2>\n\n\n\n<p>Tangie is committed to recovering the family\u2019s deed.<\/p>\n\n\n\n<p>\u201cSome people don&#8217;t have the wherewithal to fight,\u201d she told the news team. \u201cBut I&#8217;m going to fight for it.\u201d<\/p>\n\n\n\n<p>Tangie\u2019s efforts may well bear fruit. Recently in Dayton, a <a href=\"https:\/\/www.deeds.com\/articles\/ohio-cancer-survivor-recovers-home-after-quitclaim-fraud\/\">cancer survivor targeted by quitclaim swindlers<\/a> recovered the stolen deed.
