They\u2019re high. <a href=\"https:\/\/www.deeds.com\/articles\/federal-reserve-poised-to-start-rate-cuts-whats-next-for-mortgages\/\">Mortgage rates<\/a>? Not exactly low.<\/p>\n\n\n\n<p>Current deed holders with lower mortgage rates still don\u2019t want to move if they can help it. And hopeful buyers keep renting, biding their time.<\/p>\n\n\n\n<p>Investors are \u201cseizing the opening and ramping up\u201d their activity, according to the financial data analytics firm Cotality.<\/p>\n\n\n\n<p>Market watchers such as Morgan Stanley say things could keep going this way for a while. For investors, the firm adds, \u201cthe current moment presents a unique opportunity to capitalize\u201d on these trends.<\/p>\n\n\n\n<!--more-->\n\n\n\n<h2 class=\"wp-block-heading\">Opportunity for Whom?<\/h2>\n\n\n\n<p>Investors from companies like Blackstone, and its offshoot Invitation Homes, have collected hundreds of thousands of houses across the country since 2010.<\/p>\n\n\n\n<p>Philadelphia has resisted the trend, to a point. Here is one of the last remaining cities where people with modest incomes can still find affordable listings and acquire their own deeds. But over the past two decades, the homeownership rate fell from 58% to 52% of people living in Philadelphia, reports the Pew Charitable Trust.<\/p>\n\n\n\n<p>Currently, a quarter of Philadelphia homes are deeded to investors, and rented out to individuals and households. Still, the big, nationally active investment corporations do not control the market. Could that change? Investors are taking note of Philly\u2019s relative affordability. A recent article in <em>The Philadelphia Citizen<\/em> titled \u201cThe Fight for Philly\u2019s Front Doors\u201d mentions JDJ Investment Properties and Lone Star Funds as out-of-state companies that have bought hundreds of homes. &nbsp;<\/p>\n\n\n\n<p>Many renters could have become homeowners, if they didn\u2019t have to compete with the corporate buyers in their neighborhoods. And make no mistake \u2014 that\u2019s where the investors are. They distribute mailings or post signs saying they\u2019ll buy your home. That way, they catch homes before they hit the market. Or they\u2019ll get them when would-be sellers become frustrated and <a href=\"https:\/\/www.cnbc.com\/2025\/11\/25\/home-sellers-delisting-redfin.html\" target=\"_blank\" rel=\"noreferrer noopener\">delist their homes<\/a>. All too often, the companies are nabbing valuable homes with lowball offers.<\/p>\n\n\n\n<p>Once they turn around and rent out those houses, they pocket profits from renters they might never meet.<\/p>\n\n\n\n<p>The rich get richer. Struggling households struggle harder. Today, overall, the <a href=\"https:\/\/finance.yahoo.com\/news\/average-net-worth-renters-homeowners-091856806.html?guccounter=1&amp;guce_referrer=aHR0cHM6Ly93d3cuZ29vZ2xlLmNvbS8&amp;guce_referrer_sig=AQAAAA75AptA5gexUXH4Qvk25LzRtOqxAFxP9ohhcKrc6exL7VoHXt1ADKCwYwymQhDqju6dbAl5VFGBzwbvLuT2d9TUjafxD_HnPJlP37TGDUncHLvg1KK6hSdlND_YGj7c4N6vwSaT7I6fnXDoiKiSPmQ9lKnkGWu8C6S1HKqVUcK6#:~:text=According%20to%20Federal%20Reserve%20statistics%2C%20the%20average%20net%20worth%20of%20an%20American%20homeowner%20is%20%24430%2C000.%20Renters%2C%20on%20the%20other%20hand%2C%20have%20little%20to%20no%20net%20worth%2C%20with%20an%20average%20of%20just%20%2410%2C000.\" target=\"_blank\" rel=\"noreferrer noopener\">wealth gap between deed holders and renters<\/a> is around $400K.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Investor-Buyers Have Changed Tactics<\/h2>\n\n\n\n<figure class=\"wp-block-image alignright size-full is-style-rounded is-style-rounded--2\"><img loading=\"lazy\" decoding=\"async\" width=\"500\" height=\"334\" src=\"https:\/\/www.deeds.com\/articles\/wp-content\/uploads\/2025\/11\/investor-buyers-have-changed-tactics.webp\" alt=\"\" class=\"wp-image-7013\" srcset=\"https:\/\/www.deeds.com\/articles\/wp-content\/uploads\/2025\/11\/investor-buyers-have-changed-tactics.webp 500w, https:\/\/www.deeds.com\/articles\/wp-content\/uploads\/2025\/11\/investor-buyers-have-changed-tactics-300x200.webp 300w\" sizes=\"auto, (max-width: 500px) 100vw, 500px\" \/><\/figure>\n\n\n\n<p>When people cannot afford to buy, they keep renting. So, the pool of renters gets bigger as corporate buyers accumulate more homes. It\u2019s a perfect storm for profit-making in the housing market. And ever since the pandemic hit, investor control over homes has been much higher than it ever was in past decades.<\/p>\n\n\n\n<p>But the current tide of residential property investing is not the same as the pandemic surge. Then, they were bidding homes up and trouncing everyday buyers. Now, there\u2019s a spider-fly sort of waiting game. Investors watch for listings that go stale and negotiate a lower price. Thom Malone, a Cotality economist, <a href=\"https:\/\/www.cotality.com\/press-releases\/home-investor-report-q3-2025\" target=\"_blank\" rel=\"noreferrer noopener\">explains<\/a> what happens next:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>Some sellers may choose to become landlords, but others might decide to take a small price cut and sell to an investor.<\/em><\/p>\n<\/blockquote>\n\n\n\n<p>Most of the corporations are focused on markets that draw incoming residents: Dallas and Houston, Phoenix, Los Angeles, Atlanta, and Chicago at the moment. Medium-sized investment groups are active in McAllen and El Paso, Texas, and Wichita, Kansas.<\/p>\n\n\n\n<p>In the third quarter of 2025, Cotality notes, 30% of single-unit houses got bought up by businesses (entities that already hold 3+ deeds). This builds on the increasing share of real estate businesses have controlled since late 2024. All this time, financial players have beckoned investors with such magnetic phrases as \u201c<a href=\"https:\/\/www.barings.com\/en-us\/guest\/perspectives\/viewpoints\/the-multi-decade-opportunity-in-u-s-residential-real-estate\" target=\"_blank\" rel=\"noreferrer noopener\">the Multi-Decade Opportunity in U.S. Residential Real Estate<\/a>.\u201d With the value of money markets declining through inflation, investors are hot on the trail of multi-decade opportunities.<\/p>\n\n\n\n<p>Cotality economists now believe the total deed share controlled by investors could rise higher than the previous <a href=\"https:\/\/www.cotality.com\/press-releases\/home-investor-report-q3-2025#:~:text=record%20of%2032%25%20from%20January%202025\" target=\"_blank\" rel=\"noreferrer noopener\">peak in January 2025<\/a>. At that time, about a third of residences were held by corporations, says the data firm.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Policy Makers Respond<\/h2>\n\n\n\n<p>In early 2025, Gov. Kathy Hochul of New York floated a provision that businesses could not put offers in for any listing until it had been sitting on the market for more than 75 days. The idea is to make sure regular home buyers have a chance to compete in New York.<\/p>\n\n\n\n<p>In Philadelphia, Mayor Cherelle Parker is working on a plan, too. The HOME Plan, an initiative intended to result in tens of thousands of new, repaired, and renovated homes, could go a long way. Many people leave their homes, and rent instead, because they lack the means to repair problems in their homes.<\/p>\n\n\n\n<p>Also important is the Land Bank (PhillyLandBank.org), the agency that buys and restores uninhabited homes to get their deeds back in the hands of ordinary residents. Related initiatives, such as <a href=\"https:\/\/phdcphila.org\/turnthekey\/\" target=\"_blank\" rel=\"noreferrer noopener\">Turn the Key<\/a>, ensure opportunities for modest earners to access their first deeds.<\/p>\n\n\n\n<p>At the federal level, there is the HOPE for Homeownership Act. HOPE stands for <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/1745\/text\" target=\"_blank\" rel=\"noreferrer noopener\">Humans Over Private Equity<\/a>. The proposed law would impose significant taxes on hedge funds buying up houses \u2014 especially those investing groups that fail to sell at least 10% of the deeds they control to ordinary households within ten years.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Where We Go From Here<\/h2>\n\n\n\n<p>Deed holders who\u2019d like to sell are entering the market during a slowdown. Some fear they won\u2019t get what their properties are worth.<\/p>\n\n\n\n<p>We might think investors would back off from such a market, but that\u2019s not happening. Businesses have simply adapted to the market with new methods. They are currently accumulating real estate at bargain prices.<\/p>\n\n\n\n<p>In turn, mortgage lenders are finding strong demand for business-purpose residential loans. \u201cNonconforming\u201d loans (investment loans and others that can\u2019t be backed by Fannie Mae or Freddie Mac) have risen in popularity this year, while demand for home loans for the general public has dropped.<\/p>\n\n\n\n<p>As we approach the year\u2019s end, forecasters are saying mortgage rates will likely stay higher than 6% through 2026. Any state that\u2019s not engaged in a full-court press for housing affordability is leaving many of its ordinary wage earners pitted against nearly impossible odds.
