But somehow, without the client\u2019s knowing, the deed to the Pittsburgh home had been stealthily transferred.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since then, the title agent has found 35 cases of <a href=\"https:\/\/www.deeds.com\/articles\/deed-theft-should-not-exist\/\">deed theft<\/a>. All have occurred in Pittsburgh\u2019s South Side neighborhoods. Allegheny County records show deed transfers to four different LLCs. The handwriting matches on all of these deeds.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Green recorded herself for TikTok, warning locals that a major swindle is going on.<\/p>\n\n\n\n<!--more-->\n\n\n\n<h2 class=\"wp-block-heading\">The Rightful Homeowners Had No Idea.<\/h2>\n\n\n\n<figure class=\"wp-block-image alignright size-full is-style-rounded is-style-rounded--2\"><img loading=\"lazy\" decoding=\"async\" width=\"894\" height=\"671\" src=\"https:\/\/www.deeds.com\/articles\/wp-content\/uploads\/2026\/07\/no-easy-feat-to-get-a-deed-back.webp\" alt=\"\" class=\"wp-image-7579\" srcset=\"https:\/\/www.deeds.com\/articles\/wp-content\/uploads\/2026\/07\/no-easy-feat-to-get-a-deed-back.webp 894w, https:\/\/www.deeds.com\/articles\/wp-content\/uploads\/2026\/07\/no-easy-feat-to-get-a-deed-back-300x225.webp 300w, https:\/\/www.deeds.com\/articles\/wp-content\/uploads\/2026\/07\/no-easy-feat-to-get-a-deed-back-768x576.webp 768w\" sizes=\"auto, (max-width: 894px) 100vw, 894px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">How did the thief get away with this? A lot has to do with selecting the targets:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A number of the theft victims had left their homes unoccupied.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Many of the deed theft targets are elderly people.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Many of the homes were owned outright for many years. No mortgage left on the properties\u2014no company taking note of title changes.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Green has informed the county district attorney&#8217;s office. The county tax department is now informing other residents that their deeds, too, have been taken. What a mess! Pennsylvania needs to protect deed holders and innocent buyers from the terrible mental and financial impacts of deed fraud.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">It\u2019s No Easy Feat to Get a Deed Back.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Recovering these deeds and restoring them to the households that lost them will be no easy feat. Generally, the process entails going to the local court to begin a <a href=\"https:\/\/www.deeds.com\/articles\/what-is-a-quiet-title-action\/\"><em>quiet title action<\/em><\/a>. Only then can a new deed be issued in the proper owner&#8217;s name.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The upshot? Its seems much easier to steal a deed than it is to return it to a household.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Interestingly enough, the stolen homes of Pittsburgh have not been resold or borrowed against, the title agent told the press. That bodes well. Once a deed thief resells a home to an innocent third party, the victim\u2019s path to recovery is vastly more complicated. Yes, catching a thief is one thing. It\u2019s yet another thing to make the rightful owner whole again, once a deed has been recorded in someone else\u2019s name.<\/p>\n\n\n\n<p class=\"has-accent-5-background-color has-background has-small-font-size wp-block-paragraph\" style=\"padding-top:var(--wp--preset--spacing--30);padding-right:var(--wp--preset--spacing--30);padding-bottom:var(--wp--preset--spacing--30);padding-left:var(--wp--preset--spacing--30)\"><strong><em>Buying a home? Even Deceased Pennsylvanians Are Deed Scammers\u2019 Targets.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Not long ago, Philadelphia faced a rash of deed crimes against dead people. Bad actors were taking deeds away from rightful heirs by pretending to be those heirs. Then they could sell the homes to developers. The city had to do something to stop these schemes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Philadelphia deed recorder now automatically searches the records when deeds are brought in for recording. The search could bring up records showing that someone who signed a deed was actually deceased on the signing date. Scouring the Social Security database and local records, the system works to match the party transferring the deed to names of people recorded as deceased. Deeds won\u2019t be accepted if they\u2019ve been transferred by someone who was not among the living.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Law enforcement has been working on tightening up recording rules since 2018, following the lead of the mayor and council. It\u2019s been a time-consuming task, carried out by many participants. Within the collaboration are legal services providers, title companies, tax assessors and others\u2014even federal administrators.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">In Pittsburgh, Deeds Are Also Being Taken From the Dear Departed. &nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Meet Richard, who\u2019s among the 35 people robbed of their deeds in Pittsburgh\u2014those in the cluster uncovered by title agent Kelsey Green.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking to the TV show <em>11 Investigates<\/em> last week, Richard said the theft he faced is actually \u201crampant\u201d in Pittsburgh\u2019s South Side.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Richard had hired an agent to potentially sell his home. But a look at the Allegheny County deed records went terribly wrong. Behind Richard\u2019s back, his deed had been conveyed to an LLC.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Richard tells reporters that the thief might have no intention of taking further action with a stolen home\u2014until the death of the rightful deed holder. \u201cAll they have to do,\u201d Richard told the reporter, is \u201cwait until the owner dies.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Richard ultimately got his title back. He spent thousands in the process. And he experienced a level of stress that felt like it was, in fact, enough to send a homeowner to an early grave.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kelsey Green says the deed snatcher had falsified her company\u2019s notary on a transfer, and faked notary stamps throughout the series of bad conveyances. At least eight notaries have been impersonated. The faked notary seal looks real, although it\u2019s not a perfect replica.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">OK, So What Does<em> State <\/em>Deed Fraud Law Say?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">As a general matter, state laws deal with the crimes of theft, fraud, and forgery. But usually their laws&nbsp;<em>don\u2019t<\/em>&nbsp;specifically call out&nbsp;<a href=\"https:\/\/www.deeds.com\/articles\/deed-theft-should-not-exist\/\">deed theft<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pennsylvania is one state creating a law so that <a href=\"https:\/\/www.palegis.us\/legislation\/bills\/2025\/hb1406\" target=\"_blank\" rel=\"noreferrer noopener\">deed theft is named as a specific crime<\/a>. The law will define \u201cdeed fraud\u201d\u00a0as \u201cthe intentional and fraudulent transfer of real property ownership through the use of forged, altered,\u00a0or falsely executed documents,\u00a0or by other deceptive means.\u201d \u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It passed in the House. Then, in September 2025, Pennsylvania\u2019s Senate Judiciary Committee approved it unanimously. It has yet to be sent to the governor for signing, though. (Here\u2019s a short&nbsp;<a href=\"https:\/\/youtu.be\/1FsdgGZAERw\" target=\"_blank\" rel=\"noreferrer noopener\">video<\/a>&nbsp;about how the law is being made.)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pennsylvania\u2019s House Bill 1406 would make stealing someone\u2019s title into a crime of second-degree felony theft. The allowable punishment would be linked to the size of the victim\u2019s loss. (An attempt at theft would be punished, even if unsuccessful.)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Assuming Pennsylvania enacts its pending bill, this law will ensure that police get legal tools to find deed thieves and bring them to justice. It would also give victims a direct pathway to court for the purpose of starting the deed recovery process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All told, Pennsylvania\u2019s deed fraud bill could be expected to deter thieves, and, critically, make recovering a stolen title less of a headache. &nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The cases in Pittsburgh underscore the need for a law that makes solid progress in keeping vulnerable households\u2014and all households\u2014safe in their homes.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The Law Will Need to Keep Deeds Safe in a Digital Future.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The new law in the works in Pennsylvania is a serious one. It\u2019s never been more urgent. At this point, all states should make sure they\u2019re not one step behind the swindlers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Consider that we\u2019re at the beginning (says Wall Street) of an economy that integrates artificial intelligence.
