Enter 2020, and the harsh and often unpredictable impacts of COVID-19. In the year\u2019s first quarter, business and government offices closed in droves, and millions of U.S. jobs were lost. <a href=\"https:\/\/www.dallasnews.com\/business\/real-estate\/2020\/04\/16\/lenders-are-raising-the-credit-bar-for-homebuyers-and-refinancers\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">Lenders have a heightened sense of caution<\/a> now, as they anticipate changes in borrowers\u2019 work situations, income, debt, and credit performance.<\/p>\n\n\n\n<p>The depth of the trouble was undeniable by March 11, 2020. On that day the World Health Organization (WHO) categorized the virus outbreak as a pandemic. As the novel coronavirus is thought to spread mainly from one person to another, the world\u2019s public health experts urged everyone to stay at least 6 feet apart and avoid gathering in groups.&nbsp;Needless to say, that put a damper on home tours and, in turn, listings. By March, the number of homes listed in the market had <a href=\"https:\/\/www.forbes.com\/sites\/ellenparis\/2020\/04\/02\/the-latest-numbers-from-realtorcom-on-covid-19s-impact-on-the-residential-real-estate-market\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">dropped substantially<\/a>.<\/p>\n\n\n\n<p>And this brings us to the people who need to buy or sell a\nhome in the not-too-distant future. What will this new situation mean for the home\nshopping experience? Here, we dive into the present real estate trends and\nchallenges, and the issues most likely to impact transactions from 2020 on.<\/p>\n\n\n\n<!--more-->\n\n\n\n<h2 class=\"wp-block-heading\">Mortgage Rates Are Low, Sellers Are Looking for Buyers \u2014 But Lenders Are Wary.<\/h2>\n\n\n\n<p>If you planned to refinance, now is a good time. And those who\nhave decided to take advantage of today\u2019s remarkably low interest rates and buy\na home have good reason to act soon. Mortgage companies, fearing that\nrecession-induced job losses will lead to loan defaults, are already raising credit\nscore minimums for buying or refinancing homes. A bottleneck of approval\nbarriers is coming. <\/p>\n\n\n\n<p>Some realtors are tightening the rules, too \u2014 for example, by reserving physical showings to pre-qualified buyers. Under the Fair Housing Act, realtors may impose these restrictions as long as they request pre-qualification evidence from <em><a href=\"https:\/\/www.floridarealtors.org\/news-media\/news-articles\/2020\/02\/agents-could-violate-fair-housing-act-without-realizing-it\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">all potential buyers<\/a><\/em>. Buyers may need time to get pre-qualified, and should anticipate this issue.<\/p>\n\n\n\n<p>Given that the fundamentals of the\nmarket are still largely intact, we can anticipate a resurgence in sales when\nbusiness lockdowns are lifted and participants regain a sense of safety. Yet\nit\u2019s unlikely that the market will regain the strength and exuberance it\nenjoyed in the years leading up to 2020. Wary lenders, high down payment minimums,\nand strict credit score requirements will put a damper on the bounce-back\nperiod. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Realtors Have Adopted New Methods of Touring and Selling Homes.<\/h2>\n\n\n\n<p>Key health-related and financial responses to the pandemic\nfell to individual U.S. states, and the protective measures were not uniformly\napplied. Some states, considering the real estate industry\u2019s critical role to\nthe continuity of key public functions, deemed home selling, mortgage, and deed\nrecording services essential. In Hawaii, Connecticut, Ohio, Indiana, Illinois,\nand Wisconsin, brokerage offices remained open, functioning according to the\nguidelines in state-specific orders. <\/p>\n\n\n\n<p>But lending processes, home sales, and deed recordings were <a href=\"https:\/\/www.quickenloans.com\/learn\/coronavirus-affecting-housing-market\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">severely disrupted<\/a> in many areas. And homeowners everywhere hesitated to open their homes to appraisers, staging professionals, and inspectors. <\/p>\n\n\n\n<p>The National Association of Realtors (NAR) responded with <a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/www.nar.realtor\/coronavirus-a-guide-for-realtors\" target=\"_blank\">guidance<\/a> and recommendations. Using information from WHO, the U.S. Centers for Disease Control and Prevention (CDC), and the White House, NAR also hammered out a <a href=\"https:\/\/www.nar.realtor\/sample-preparedness-plan-for-circumstances-relating-to-covid-19\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">Sample Preparedness Plan for Circumstances Relating to COVID-19<\/a> to realtors.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">How Necessary Is an In-Person Showing? Less So. <\/h3>\n\n\n\n<p>NAR witnessed buyers dropping out of the national market by mid-March 2020. Stay-at-home orders were the big sticks that offset the carrot of <a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/www.npr.org\/2020\/03\/15\/816175414\/fed-cuts-interest-rates-to-near-zero\" target=\"_blank\">near-zero interest rates<\/a>. Where <a href=\"https:\/\/www.nar.realtor\/shelter-in-place-guidance-during-covid-19\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">shelter-in-place orders<\/a> went into effect, agents were required to discontinue in-person real estate activities \u2014 open houses included. <\/p>\n\n\n\n<p>Some listing services responded to governors\u2019 orders by disabling\ntheir platforms\u2019 listing fields for open houses, while others published government\nwarnings on the dangers of public gatherings. Thus, sellers who did not face\nstate bans still cut back on showings. Where showings were held, realtors had\nbuyers cover their footwear with booties, sanitize their hands, and walk\nthrough homes unguided. Some realtors stopped showing occupied homes. And many\nshifted their work load from brokerage offices to their own homes.<\/p>\n\n\n\n<p>Throughout April, the NAR guided realtors to limit home\ntours to under ten people, to insist on social distancing, and to ask the\nhomeowners to disinfect their home after tours. Real estate agents were well\ninto an adaption mode by this point. So were the listing services.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Multiple listing services stopped requiring the physical\npresence of their participating realtors to show properties.<\/li><li>The listing services dropped the rule that all active\nlistings needed to be physically open to buyers.&nbsp;&nbsp;<\/li><li>The listing services created fields on their\nplatforms to enable showing by online showings and virtual open houses. <\/li><\/ul>\n\n\n\n<p>And that brings us to this moment, when the U.S. real estate\nindustry is on a mission &nbsp;to create\nprotocols for a future of <a href=\"https:\/\/www.deeds.com\/articles\/pandemics-property-transfer-breakdowns-the-digital-real-estate-industry-is-coming\/\">online home purchases<\/a>, from\nvirtual showings to eClosings and the electronic recording of deeds. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\">High-Tech Home Tours Are Here to Stay.<\/h3>\n\n\n\n<p>Real estate tech is on the move, bolstered by NAR\u2019s endorsement of the \u201c<a href=\"https:\/\/www.nar.realtor\/open-house-guidance-during-covid-19\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">incredible array of available technology<\/a>\u201c available for real estate services \u2014 not just in lock-downed states, but everywhere. Do-it-yourselfers can design their tours with EyeSpy360. Skype, Zoom, and Facebook Live offer well-known alternatives for live and recorded house tours. Some realtors are jumping in with Immoviewer&nbsp;for live tours, as well as the interactive 3D property scans apps FloorPlanOnline, Matterport and Cupix for digital floorplans and virtual walk-throughs. Other real estate brokers are setting up their own platforms.<\/p>\n\n\n\n<p>Now, virtual staging software and apps are gaining traction\nand lowering the costs of showcasing homes. &nbsp;And realtors are presenting offers virtually, too\n\u2014 using video software to bring agents face-to-face with clients as they\nexamine documents.<\/p>\n\n\n\n<p>The list goes on.&nbsp; A\nsearch for \u201csmart real estate tech\u201d brings up more options. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What Else Should Home Buyers Expect in 2020 and Beyond? Six Tips. &nbsp;<\/h2>\n\n\n\n<p>Recent changes will be factors in setting reasonable home\nbuying timelines. In light of the context detailed above, here is a 6-point\nchecklist for the buyer coming into the market today:<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li><strong>Expect backlogs.<\/strong> Buyers should ask their mortgage specialists how the approval process might be impacted by financial firms\u2019 workplace restrictions and workload backlogs. <\/li><li> <strong>Anticipate the document signing process.<\/strong> Buyers should ask their real estate agents if the local title and escrow services and county deed recorders expect in-person signing, or will instead implement electronic notarization and filing. <\/li><li> <strong>Know how realtors are responding to state-specific changes.<\/strong> Today\u2019s home buyer can visit the website of their state\u2019s real estate board and check for guidance and protocol on home tours, as well as any special provisions in effect for key commercial and government offices in their states. <\/li><li> <strong>Look for new legal language.<\/strong> Buyers should expect to see some new language in the purchase agreement, too. This may cut into the capital\nthat enables tomorrow\u2019s mortgage applicants to buy homes. <\/p>\n\n\n\n<p>On the bright side, the mortgage sector is resilient. Real\nestate has weathered past recessions well.
