Preliminary Notice in Oregon -- Notice of Right to Lien
Oregon's Construction Lien Law is codified at ORS 87.001 to 87.060 and 87.075 to 87.093.
"Except for when material, equipment, services or labor is furnished at the request of the owner, a person furnishing any materials, equipment, services or labor for which a lien may be perfected, must give a notice of right to a lien to the owner of the site." O.R.S. 87.021(1). In Oregon, this means that contractors must send a property owner a preliminary notice if they ever intend on later filing of a mechanic's lien. Even if they don't anticipate needing a lien, it's generally good practice to send out such notices.
The notice of right to a lien may be given at any time during the work, but the notice only protects the right to perfect a lien for materials, equipment and labor or services provided after a date which is eight days, not including Saturdays, Sundays and other holidays, before the notice is delivered or mailed. Id.
The Notice includes the following information: (1) name and address of the lien claimant, (2) name and address of the property owner, (3) description of services, materials, or equipment furnished, (4) customer's name, and (5) the address where items were furnished. O.R.S. 87.023. Send the Notice by registered or certified mail with a return receipt requested, to ensure there are no issues of whether the proper party ever received it.

Not user friendly, and not an Adobe fan. The first page of Quitclaim Deed form cuts off the Parcel Identification line on the bottom. Also quite a few forms showed up to be downloaded , after I paid, so I was unsure if all the forms were part of the quitclaim package. I have adobe but was unable to locate the forms in adobe on my computer after I downloaded them. Just wanted to print out one quitclaim deed form, which would have taken less that 3 minutes. instead it took 97 minutes. Thank you, though, for having the form there.

I didn't have a chance to judge your services because I received a message saying that my requested title could not be searched. I will say, the website is easy to navigate. I'm not sure how many who use these services are laymen, but I would suggest adding a detailed explanation of each service. I had to Google the difference between each type of title search, but I might just be more uninformed than the average person, or I just didn't see it on your website

Deeds.com recorded documents for me without any issue. It's a good service and provides a lot of assistance on its web site. However, I asked for a printed receipt (i.e. an pdf copy of one), but after a staff provided me with an obvious answer, they simply ignored my follow up requests. I also asked a simple formatting question that they should have been able to answer; instead, they passed the buck and referred me to the recorder, which currently is a very time-consuming venture. They also have no telephone number for any issue. Generally, the service saves me the time and effort of physically recording a document, but when you think about $19.00 per recording seems like a steep price for the services rendered.

The process was easy and cost was reasonable. My only suggestion is to allow user the ability to shorten the space between the county and state and the space after the month. I needed to draw a line at the courthouse before they would file it.
