StatewideFor each assignment of mortgage, subsequent to the first two assignments, two dollars. Section 7-34a(a)(2) sets separate recording fees for documents recorded by a nominee of a mortgagee. Any town clerk who receives a fee pursuant to section 7-34a may permit the payment of such fee on an Internet web site designated by the clerk, in a manner prescribed by the clerk.

Paying the office

StatewideThe town clerk is not required to receive any instrument for record unless the fee for recording it is paid to the town clerk in advance, except instruments received from the state or any political subdivision thereof.

Transfer tax

Real estate conveyance tax. State portion: three-quarters of one per cent of the consideration; one and one-quarter per cent where the property is used for a purpose other than residential use, except unimproved land; for a residential estate with consideration of $800,000 or more, three-quarters of one per cent up to $800,000, one and one-quarter per cent on the portion over $800,000 up to $2,500,000, and two and one-quarter per cent on the portion over $2,500,000. The tax is collected when the document is recorded. (statewide, Conn. Gen. Stat. § 12-494)

StatewideA municipal portion of the conveyance tax is imposed at the rate of one-fourth of one per cent of the consideration and becomes part of the general revenue of the municipality (Conn. Gen. Stat. § 12-494(a)(2)). Any targeted investment community, as defined in section 32-222, or any municipality in which properties designated as manufacturing plants under section 32-75c are located may impose an additional tax at a rate of up to one-fourth of one per cent of the consideration (Conn. Gen. Stat. § 12-494(c)). Land classified as farm, forest, open space or maritime heritage land that is sold or transferred within ten years of classification is subject to an additional conveyance tax on the total sales price, at ten per cent in the first year following classification, declining by one percentage point each year to one per cent in the tenth year (Conn. Gen. Stat. § 12-504a). No deed, instrument or writing subject to the tax is recorded unless the return prescribed and furnished by the Commissioner of Revenue Services has been filed with the town clerk and the tax reported to be due has been paid (Conn. Gen. Stat. § 12-497).

StatewideThe blank margin of not less than three-fourths of an inch in width surrounds each page of the instrument.

StatewideThe town clerk shall not refuse to receive an instrument for record that does not conform to the margin and return address requirements of section 7-24(f), and the fact that a nonconforming instrument is recorded does not affect its priority or validity. If the town clerk receives an instrument deemed illegible, the clerk records it, writes thereon that it is being recorded as an illegible instrument and, if a return address appears, notifies the return addressee that a legible instrument should be submitted for rerecording (Conn. Gen. Stat. § 7-24(e)). On and after October 1, 2012, any document being recorded shall contain not more than twenty assignments of a mortgage (Conn. Gen. Stat. § 7-29(b)).
