StatewideDeeds and other conveyances are recorded in the clerk's office of the town in which the lands lie (27 V.S.A. § 341(a)). Deeds and conveyances of lands in an unorganized town, gore, or grant are recorded by the clerk of the county in which the lands lie (27 V.S.A. § 403). For the unified towns and gores in Essex County, the supervisor performs the duties the town clerk performs for a municipality (24 V.S.A. § 1353). Unorganized towns and gores in other counties, such as Buel's Gore (Chittenden), Glastenbury (Bennington), and Somerset (Windham), have a governor-appointed supervisor whose statutory duties do not include recording (24 V.S.A. §§ 1403, 1408). County clerks keep a general index of deeds recorded in their offices (27 V.S.A. § 401). A purchaser may also have a deed already recorded in the town clerk's office recorded by the county clerk, and if the town records are destroyed an attested copy from the county clerk has the same validity (27 V.S.A. § 402).

StatewideSurvey plats filed under 27 V.S.A. chapter 17: $25.00 per 11 x 17 inch, 18 x 24 inch, or 24 x 36 inch sheet. A schedule of all fees shall be posted in the town clerk's office. The legislative body creates a Restoration and Preservation Reserve Fund of not less than $4.00 per page from the per-page recording fees. Examination of records by the town clerk: $5.00 per hour, not more than $25.00 per day; by others: $4.00 per hour.

Transfer tax
Property transfer tax. 1.25 percent of the value of the property transferred, or $1.00, whichever is greater; for property to be used as the transferee's principal residence, 0.5 percent of the first $200,000.00 in value and 1.25 percent of the value in excess of $200,000.00; 3.4 percent of the value for residential property fit for habitation on a year-round basis that will not be used as the principal residence of the transferee and for which the transferee will not be required to provide a landlord certificate. The tax is not collected by the recording office. (statewide, 32 V.S.A. § 9602; 32 V.S.A. § 9605(a); 32 V.S.A. § 9606(a)(1); Act 164 of 2026, Sec. 2)
StatewideClean water surcharge of 0.22 percent on the value of property subject to the property transfer tax, with no surcharge on the first $200,000.00 in value of property to be used for the principal residence of the transferee (32 V.S.A. § 9602a). The tax is paid to the Commissioner of Taxes within 30 days after transfer (32 V.S.A. § 9605). A property transfer return is delivered to the town clerk at the time a deed is delivered for recording (32 V.S.A. § 9606). No town clerk shall record a deed without a properly executed transfer tax return and the Act 250 certificate attached (32 V.S.A. § 9608).

StatewideFor fee purposes a page is a single side of a leaf of paper on which information to be recorded or filed is placed. Any public official required by law to record an instrument may require that the names be typed, stamped, or printed under the signatures. A deed that refers to a survey prepared or revised after July 1, 1988 may be recorded only if accompanied by the survey or citing the volume and page where it was recorded.
